5: 4.1-8.2 MTPA Woodside Pluto (Under Construction)

It is anticipated that (after 4–10 years of operation) offshore gas compression facilities and the start-up of the second onshore LNG train at Site B will be required. At this point the greenhouse gas emissions are anticipated to increase to 4.1 Mtpa of CO2e based on the current design and a capacity utilisation of 95%. (Woodside 2006)

Woodside are already talking about increasing plant size to 4 trains (press report)

6: 5.45-9 MTPA Gorgon (Under Construction)

Chevron Australia. The EPA notes that the Gorgon development (2 train) would result in significant greenhouse gas emissions, expected to be in the order of 5.25 MTPA after reservoir CO2 is injected.

Sequestration abatement actions are anticipated to yield a greenhouse gas emissions intensity of 0.35 tonnes CO2e per tonne of LNG shipped. The revise the Gorgon development is to expand liquefied natural gas production from 10 million tonnes per annum (MTPA) to 15 MTPA by the addition of a third gas processing train.

It is now reported that they plan to double their production (4 trains at 20 Mtpa production) on Barrow Island leading to potential emissions of around 12 Mtpa. Note the geo-sequestration, if possible, cannot be expanded beyond 4.2 million tonnes of CO2 due to injection constraints into the Dupuy Formation.

The proposed BHP Scarborough gas development single train 6 Mtpa million tonnes a year Pilbara liquefaction plant at Onslow emission figures are unknown. Though the work done by Richard Heede of the Climate Mitigation Services in the USA indicates that BHP's Onslow emissions will be around 3 Mtpa. The lease area for the plant site covers approximately 490 ha to accommodate future expansion to four LNG trains. (No predictive assessment concluded)

12: 0.125 MTPA Devil Creek (Under Construction)

Proponent: Apache Energy Ltd

The gas plant would include two gas processing trains with a production capacity of 100 MMSCFD each. Both trains would be run simultaneously to ensure a consistent production of 100 MMSCFD initially, with a maximum capacity of 200 MMSCFD. Greenhouse gas emissions are calculated at 77,000 tonnes per annum for the 100 MMSCFD case, and 125,000 tonnes per annum for the 200 MMSCFD case.

Gas within the Reindeer gas field comprises approximately 3.5% CO2. This is below the threshold of 3.8% CO2 required for sale via the Dampier to Bunbury Natural Gas Pipeline. Therefore, CO2 would
not be released from the gas prior to sales.

The project would be developed in two stages. Stage 1 would cater for 12Mtpa of product and include a 7 Mtpa pellet plant and a 300W power station. Stage 2 would double the capacity to 24 Mtpa with the addition of a second pellet plant and a second power station.

Initially, with stage 1 operational, the proponent estimates greenhouse gas emissions to be around 1.4 Mtpa of CO2e (carbon dioxide equivalent). When stage 2 becomes operational, greenhouse gas emissions would jump to 2.7 Mtpa of CO2e. Over the 31 year project life, emissions are estimated to total 66.6 million tonnes (ave. 2,148,387 MTPA).

Griffin Power 3 Pty Ltd (Griffin Power) is proposing to expand the Bluewaters Power Station facility at Collie by constructing and operating Bluewaters Phases III and IV. Each phase of the Proposal consists of one 229 MW (gross output) base-load sub-critical coal-fired generating unit, located within the Coolangatta Estate approximately 4.5 km from the eastern edge of Collie, Western
Australia. Bluewaters Phases III and IV will be located adjacent to Bluewaters Phase I and II power stations (each 229 MW) and all four phases of the power station will share infrastructure.

The two proposed new units are planned for completion in 2012 and 2014 respectively.

Polaris Metals NL. Greenhouse gas emissions will be produced from burning diesel fuel for power generation, mine equipment and ore haulage. Using formula from the Department of Climate Change National Greenhouse Accounts (NGA) Factors (Australian Government June 2009), the carbon dioxide equivalent (CO2-e) emissions from the project is estimated at 40,000 tonnes CO2-e /yr. This emission level is less than half the 100,000 tonnes per year emissions trigger used by EPA for determining significant emission levels (Globe Environments 2009) and consistent with similar scale mining operations in the region. Accordingly, greenhouse gas emission is not considered to be a significant environmental factor
