Supporting the humanitarian community (UN agencies, INGO's, NGO's) with timely transport and storage solutions and information dissemination on logistics related issues. Under the WFP Special Operation (SO) a dedicated fleet of 30 trucks has been procured and made available to the humanitarian community; Information on pattern and planning of resettlement of IDP's in order to allow for timely set-up of hubs and prepositioning of assets.
Ensuring logistics issues do not create a bottleneck when carrying out operations. Logistics hubs have been set up in Colombo, Vavuniya, Trincomalee and Jaffna. Capacity can be augmented by commercial hiring if required.

Supporting a sustainable and viable return: 70 – 80 % of the actual IDPs relied on the agriculture sector (agriculture, fisheries – aquaculture, livestock, forestry) as the main source of income. Agriculture and livestock assistance and training provided for some 14,159 conflict affected families since January 2009 (5 months) Comprehensive needs assessment and rehabilitation / recovery strategy for the North
Immediate assistance: providing agriculture, livestock and fisheries assistance, including timely distribution of technically sound livelihood start up packages to returnees, support to host families and other conflict affected families. Overall, approximately 100,000 school-going age children, including those in IDP camps and the resettled and displaced host communities, require safe and secure learning spaces (assuming 100% Gross Enrollment Rate), learning materials such as blackboards, teaching material and school supplies. During the reporting period, 1,000 learning kits in Vavuniya, 2,400 learning kits in Manthai West, 55 recreational kits in Thunukkai, 1,200 slippers in Thunukkai and Manthai West and 200 tarpaulins in Thunukkai and Kilinochchi were distributed with UNICEF support. In Menik Farm 2,050 water bottles with a mine awareness logo have been distributed to students. In Trincomalee 220 lower primary school kits, 282 secondary school kits, 502 school bags, 85 water bottles, 23 lunch boxes and 3 school-in-a-box were distributed in Muthur resettlement schools. To date, a total of 81,861 learning kits, 2,798 teachers' kits, 66,876 school bags, 2,019 tarpaulins, 547 blackboards and 355 recreational kits have been distributed among the IDPs and returnees in Vavuniya, Thunukkai, Jaffna, Trincomalee, Mannar and Madhu.  
As the pace of the resettlement is increasing, host schools in Jaffna, Vavuniya, Mannar, Madhu and Trincomalee need to provide children with safe learning space, school furniture, learning materials and the appropriate number of trained teachers. Specific attention should focus on ensuring enrolment of the most vulnerable students. The on-going construction of temporary learning spaces in Menik Farm must remain flexible to accommodate movement of the IDPs in the camps. Continuous advocacy and support is provided to O-level students in preparing for the exams in December. Approximately 6,000 students have been supported in IDP camps in Vavuniya by ATD funded by UNICEF. In Trincomalee 197 O-level students are supported with extra classes over weekends by the Provincial Department of Education and UNICEF.  
IDP children require the delivery of specific education programming to compensate for interruptions to their education. A total of 2,000 students began attending 3 schools formerly occupied by IDPs as a result of continuous advocacy by education officials and UNICEF.  
Better coordination among different stakeholders is needed, including the Ministry of Education, sub-regional departments of education (provincial and zonal), donor and NGO agencies and other actors to respond to the growing needs and to set a coherent approach both for short-term and medium to longer-term plans.   There is a need to enhance the quality of education in the temporary classrooms; providing reading corners, book boxes and training to teachers and community members (youth). Plans for an alternative, accelerated programme are on-going.
  A total of 23 schools in the resettlement areas in the Vanni have reopened, including 11 schools in Madhu, 8 schools in Mannar and 4 schools in Thunukkai. Continuous assessments for the needs of reintegrated students are conducted throughout the resettlement areas and support is provided for students' smooth reintegration into schools. As the capacity of host schools to absorb new students is very limited, support for the construction of temporary learning spaces, the provision of stationary, uniforms and shoes has been ongoing. The teacher shortage is a great concern in the IDP camps and the resettled areas of Jaffna, Vavuniya, Mannar, and the Vanni. In Menik Farm the teachers who are currently sustaining the schools are mostly volunteer teachers and are not receiving any payments.

Since mine surveys would enable the government to quickly release lands that are not contaminated, official approvals for expanded mine surveys could speed-up land release benefiting the individuals who remain displaced by the war.

Between 1st January and 13th December 2009, 120,748,671 square meters of land was cleared in the North, of which 93% of this land (112,335,617sqm) was Battle Area Clearance and the balance 7% (8,413,054sqm) minefield clearance using mechanical and manual methods. The DMAOs in Jaffna and Vavuniya need additional quality assurance and mine action information management staff members, and the recruitment process is currently nearing completion. UNDP funds have also been extended to the government to appoint additional full-time government mine action staff in Colombo and within the DMAOs. However, the recruitment and orientation process is taking time.

Joint surveys have successfully been conducted by the INGO/NGO demining agencies with the Sri Lanka Army – Humanitarian Demining Unit (SLA-HDU) and more of such joint surveys need to be carried out. Currently, the INGO/NGO demining agencies are constrained by the lack of community-based information on the ground. Joint surveys would help the INGO/NGO agencies to more efficiently complete surveys tasks.

Two new Mine/UXO tasks have been issued during the period 7th – 13th December 2009 in the Mullaitivu district. The two tasks in the Oddusuddan DS Division are for the resettlement of IDPs. The absence of a national mine action strategy, including a comprehensive General Mine Action Assessment to establish the full extent of contamination in the North, has been a challenge to actors involved in mine action. A comprehensive GMAA will not only enable mine action actors to prepare more detailed work plans, project workloads and determine funding needs, but more importantly it will enable the release of large areas of non-contaminated land for the return and resettlement of IDPs.

Mine victims in 2009 need to be identified, verified and assisted. Owing to security restrictions placed on accessing IDP Welfare Centers and hospitals in the initial months following the end of the conflict, it was difficult to compile reliable statistics on mine survivors and to extend the specialized help needed to rehabilitate them. However, in recent months these restrictions have been relaxed at the Welfare Centres, but the situation is not so regarding access into hospitals. It is also necessary to increase the number of agencies and the capacities of agencies qualified to provide specialized care for mine victims.

In the Mannar district, the Vidathalthivu GN Division was released for resettlement. According to Mannar Kachcheri data, 143 families have been resettled in the area.

An estimated 35,000 children under 5 need to be nutritionally screened. Over 26,000 children under-five years have been screened for their nutrition status.  
An estimated 12,000 among them would require treatment for moderate malnutrition. Over 8,300 children suffering from Moderate Acute Malnutrition are being provided High Energy Biscuits  
An estimated 6,000 would require treatment for severe acute malnutrition. 3,685 children suffering from Severe Acute Malnutrition are being treated with BP-100 and Plumpy Nut

20 children are currently being treated for severe malnutrition at Vavuniya General Hopsital and 13 children are being treated at Cheddikulam
 
There will be 21 Nutrition Rehabilitation Centre (NRC) attached to each of Primary Health Centres and Referral Health Centre. 17 Nutrition Rehabilitation Centres (NRCs) are providing treatment for severe malnutrition in children under 5 years in zones 0, 1, 2 3, 4 and 5 of Menik Farm.  
  Children identified in the camps or at hospitals with severe acute malnutrition and additional medical complications are referred to Vavuniya General and Cheddikulam hospitals for inpatient management using the national treatment protocol.  
  Micronutrient supplementation for all under 5 children and pregnant women started on 20th August in zones 0-5 through PHM inside the camps. UNICEF has released 98,000 coated micronutrient tablets for pregnant women(one per day) and 594,960 sachets of multiple micro nutrient (“Mix Me” ) for children under 5 years( two sachets per week).  
  Safe low-stress breastfeeding spaces have been established in all IDP transit camps and IEC materials on infant feeding messages have been distributed in camps. Monitoting of the code of marketing of breast milk substitutes and scale up in infant feeding in emergency activities remains a gap
  A review of the Nutrition Rehabiliatation Programme including inpatient and outpatient care conducted in Vavuniya by VALID International Establishment of nutrition surveillance system including improved output monitoring from NRP
  Sarvodaya, a local Non-Governmental Organization has commenced supplementary feeding in zone 4  
  Training of more than 200 health professionals nutrition in emergencies.  
  27 IDP Public Health Midwives, 18 Rural Health Assistants and 71volunteers where trained in zones 2, 3 and 4 in Menic Farm on the Nutrition Rehabiliatation Programme. Emphasis was placed on monitoring the programme to improve the quality and frequency of reporting  
  A Training of Trainers in the community management of acute malnutrition was conducted in Colombo with 40 doctors and paediatricians participating.  
  A review of the Nutrition Rehabiliatation Programme including inpatient and outpatient care is underway in Vavuniya by VALID International  
  Attendance at NRP centres has reduced because of the rains.Measures have been made to cement the NRP centers functioning in UNICEF tents.
