Ernest Wayne Duncan, 28. The Portland man was shot to death early Oct. 24 in the parking lot of a restaurant in the 2100 block of Northwest 185th Avenue in Hillsboro. Visith "Toby" Phandanouvong, 23, of Beaverton was convicted of the shooting. The men didn't know each other and were with separate groups of friends at the restaurant. As they were passing a friend of Duncan's outside about 2 a.m., one of the men with Phandanouvong made a comment that was taken as offensive. Duncan's group confronted the suspect's group in the parking lot. Words were exchanged and punches were thrown before Phandanouvong fired eight rounds from a semiautomatic handgun into the crowd. Duncan was hit once in the head. Phandanouvong fled to California and was arrested in January 2005. He was sentenced to 25 years to life in prison.
