Ningbo ranked No. 1 on the PITI. It is located in Zhejiang province, which is one of the richest (5th out of 31) provinces in China, with a GDP per capita of $9,083. It will also be one of the first 55 cities within China to implement PM 2.5 monitoring. Zhejiang is working with the Chinese Academy for Environmental Planning to develop municipal-level environmental performance indices.
